Robert Sullenberger
Principal
Division Chief Robert Sullenberger, Sully, is a 41 year law enforcement veteran, recently retired from the Boulder County Sheriff’s Office in Boulder Colorado, with over 39 years experience in all aspects of the Field Training and Evaluation Program. Sully has held the positions of Field Training Officer, Detective Training Officer, Field Training Sergeant, Field Training Administrator and Field Training Coordinator. Sully has implemented FTO programs into various sections of the organization to include: Patrol, Detectives, Communications, Records and the newly promoted Supervisor.
Division Chief Sullenberger has held the position as President of the National Association of Field Training Officers (N.A.F.T.O.) a professional association designed to provide a forum for the exchange of ideas and new techniques, to conduct training seminars and conferences in the FTO Program related issues, to research educational methodology so that improvements may be made in the area of teaching and learning. In addition, Sully was one of the founding Directors of the Colorado Chapter of N.A.F.T.O.
Since 1991, Division Chief Sullenberger has worked with Glenn Kaminsky, of Kaminsky & Associates, providing Field Training and Evaluation Program (FTEP) related training nationwide and since Glenn’s retirement in 2012, Sully became the owner of Kaminsky, Sullenberger & Associates (formerly known as Kaminsky & Associates). Kaminsky, Sullenberger & Associates provides FTEP seminars for Patrol, Communications, Corrections as well as a course for Supervisors and Managers. In addition, Kaminsky, Sullenberger & Associates provides an advanced course for the experienced FTO.
Division Chief Sullenberger has instructed over 150 FTEP seminars throughout the country and has instructed FTEP seminars for all levels of law enforcement; municipal, county, state and federal.
Willis Peachey
Associate since 2002 Willis Peachey, “Peachey” is a thirty year veteran Law Enforcement Officer and has served as police officer, deputy sheriff and North Carolina State Trooper where he retired at the rank of Lieutenant. While with the North Carolina State Highway Patrol, Peachey was the FTO Program Coordinator where he completely revised their Field Training Officer Program and was responsible for training the department’s Field Training Officers.
Peachey served as the President and Executive Director of the National Association of Field Training Officers and was awarded the Glenn Kaminsky Award for his dedication to Field Training.
Peachey is dedicated to the training of FTOs to ensure that each of their trainees remains safe.
He now lives in Belleair, FL and enjoys golfing and fishing.
Dennis Saager
Associate since 1993 Lieutenant (retired) Dennis Saager, is a 30 year veteran with the Wausau Police Department, Wausau, Wisconsin with over 25 years of Field Training and Evaluation experience. In 1989 Dennis eagerly accepted the assignment of developing Wausau Police Department’s original FTO program. During the development process, Dennis was promoted to Patrol Sergeant and experienced dramatic supervisory differences of the non-formal vs the formally trained recruit. Dennis coordinated all aspects of Wausau’s FTO program until his promotion to Administrative Traffic Services Lieutenant in 1998. Sensitive Crime investigation and consulting, crash reconstruction and traffic safety were additional specialties tenured during his time as a supervisor.
Lieutenant Saager joined over a dozen other Wisconsin FTO professionals in 1992 helping create a State Chapter of the National Association of Field Training Officers. Dennis held Wisconsin-NAFTO Board positions through 2006. Networking through this organization offered insight resulting in 3 articles published at the national level.
Since 1993, Lieutenant Saager had the privilege to work with Glenn Kaminsky and currently with Division Chief Robert Sullenberger of Kaminsky, Sullenberger & Associates, providing Field Training and Evaluation Program training nationwide, not only to Law Enforcement, Communications, Corrections, but also Fire/Paramedic and Probation/Parole professionals.
Lieutenant Saager extends the training and evaluation process into his retirement endeavors. He coaches motorcycle’s Basic Rider’s Course awarding successful students their motorcycle license. In addition, Dennis is a trainer, a train the trainer and Division of Motor Vehicles examiner for commercial motor vehicle operation in Wisconsin.
Mike Wagner
Associate since 2015 Commander Mike Wagner joined the Boulder County (Colo.) Sheriff’s Office in 1997 and became a sworn deputy in January 2000. Mike currently serves in the Operations Division, where he is assigned as an administrative commander, overseeing the division’s administrative functions such as contracts, policies, and budgets, as well as the court security, civil, and public information units. In addition, Mike is the department’s FTO Coordinator. Mike has previously held assignments in investigations, civil, training, and patrol, and has served as a field training officer, field training supervisor, and FTO coordinator throughout his career.
Mike is a member of the International Chiefs of Police (IACP), the Police Executive Research Forum (PERF), the International Law Enforcement Educators and Trainers Association (ILEETA), the FBI Law Enforcement Executive Development Association (FBI-LEEDA), and the Colorado Association of Law Enforcement Trainers (CALET). He regularly teaches a variety of law enforcement disciplines and topics throughout the country, including tactical decision-making, use of force, ethics, training unit management and program development, train-the-trainer, and field training programs.
Mike holds a Bachelor of Arts degree from the University of Oklahoma. Mike was born and raised in Boulder County, Colorado, where he still resides with his wife Amber and their four children.
Allen Ashby
Associate since 2022 Allen Ashby is a Lieutenant with the Idaho State Police (ISP) and currently assigned to the ISP District 1 Office in Coeur d’Alene, Idaho. Allen started in law enforcement in 2000 and has worked various assignments in his law enforcement career including Patrol, Detention, School Resource Officer, and Special Investigations positions. Allen currently manages the Patrol Division for 1 of the 6 Districts of the ISP and serves as his district’s FTO Coordinator. He has served as a field training officer throughout the majority of his law enforcement career and finds training and mentoring the next generation of law enforcement the most enjoyable assignment of all his duties.
Allen is an ACTAR-accredited collision reconstructionist and a certified crash instructor for the Idaho Peace Officer Standards and Training (POST) Academy. As such, he is a subject matter expert for technical collision investigations. He develops and instructs all levels of collision investigation and scene safety courses to the ISP Advanced Training Classes, Idaho POST Academies, North Idaho College, allied law enforcement agencies across the northwest, and various Fire/EMS Agencies throughout Idaho. Allen holds a Bachelor of Science degree from Lewis-Clark State College. He and his wife Jennifer have two children.
Louis Modlin
Associate since 2024 Sergeant (retired) Louis Modlin is a 33-year veteran of Law Enforcement and served 13 years as the Chief of Police for the Prairie City Police Department (IA) prior to moving to the Marshall County Sheriff’s Office where he retired as Sergeant. Sergeant Modlin has a passion for training and served in many training roles, including Defensive Tactics, ASP Baton, Use of Force, Standardized Field Sobriety Testing, and Radar-Lidar. In 2017, Sergeant Modlin gladly took responsibility for building a new Field Training and Evaluation Program for Marshall County. Louis served as an FTO and when he was promoted to Sergeant in 2021 he was named the FTO Supervisor and FTO Coordinator. Sergeant Modlin holds an associate in science degree in Criminal Justice from Des Moines Area Community College and has attended numerous law enforcement administrative training courses throughout his career.
